Singapore relaxes Crew changes requirements

Since the lockdown Singapore has been conducting crew change with more than 6000 crew members. Singapore has now released a new circular introducing some changes in the requirements for crew replacement.

The vessel need not wait for the crew members to leave the country while signing off and can sail off after port clearances. Sign off can be facilitated by provision of Fit to Travel certificate through video conferencing.

For seafarers who wish to sign on, meet and greet services will be conducted in the Changi International airport. Transfer and exchange of crew members will be conducted via local agents.

From 2nd July 2020 onwards, Designated Holdings facilities will be enabled to assist seafarers who were unable to sign on or sign off and depart from Singapore due to unforeseen circumstances. Two such facilities have already been approved.

According to the new circular announced by the Singapore authorities, application process for crew changes must be made 14 days before the crew change date.
